One of the reasons cited as important for selecting Latin America for outsourcing include its proximity to the US, time zone alignment and accent neutrality

US executives rank Latin America as attractive outsourcing location based on low-cost, skilled labour, technology and infrastructure capabilities, and economic stability.

Consulting firm Capgemini has announced the results of the second annual Capgemini Executive Outsourcing Survey, which found that Latin America is the third most popular outsourcing destination, with 25 per cent of responding companies currently outsourcing to this region. While still perceived by many respondents to be an ‘emerging’ outsourcing destination, this survey revealed that Latin America is not far behind legacy outsourcing destination China, which is ranked second at 27 per cent, while India leads with 60 per cent of companies outsourcing to this country.

The survey, commissioned by Capgemini and conducted online by Harris Interactive, among 300 senior executives at Fortune 1000 companies also identified the top reasons for executives to select Latin America as part of their outsourcing strategy. More than two-thirds (69 per cent) of surveyed executives cited cost of labour as the top reason why their company might outsource to Latin America, while other attributes reported included technology and infrastructure capabilities (49 per cent), skilled labour (48 per cent), and economic stability (44 per cent). These attributes are aligned with the key reasons why companies choose to outsource in general, suggesting that outsourcing to Latin America will continue to expand.

Other reasons cited as important for selecting Latin America for outsourcing include its proximity to the US, time zone alignment and accent neutrality.

These attributes are all unique to this region when compared to other outsourcing locations such as China and India.

The Executive Outsourcing Survey findings also revealed that almost half (45 per cent) of executives who do not currently outsource to Latin America say their company would be interested in considering the region as a resource for outsourcing in the future.

In addition to uncovering Latin America as a leading outsourcing destination, the survey highlighted the region’s increasing value to the global economy.

An overwhelming majority of executives (89 per cent) believe that Latin America is an emerging market that will become increasingly important to US businesses, and that there are advantages to doing business in Latin America (83 per cent). Further, more than half (56 per cent) of executives believe doing business in Latin America is becoming easier than doing business in other parts of the world.

“As the economy rebounds, companies are looking to use outsourcing more strategically as a tool to increase efficiency, yield significant cost savings and drive growth – this includes considering locations beyond India,” said David Poole, vice president and head of Americas Business Process Outsourcing, Capgemini.

Other survey highlights include:

The top five factors listed by executives in choosing an outsourcing destination are labour costs (79 per cent), technology & infrastructure capabilities (62 per cent), skilled labour (61 per cent), language proficiency (49 per cent) and economic stability (44 per cent). Less important factors listed by executives in choosing an outsourcing location are tax benefits (26 per cent) and proximity to the U.S. (3 per cent).

Forty-one per cent of executives outsourcing to Latin America cited language proficiency as a key reason.

Forty per cent of executives cited the average education of the Latin American workforce as a key factor in their decision to outsource in Latin America.

Next year's technology budgets are mostly flat, and cutting costs remains a top priority, but it's not all gloom and doom for IT.

Next year’s technology budgets are mostly flat, and cutting costs remains a top priority, but it’s not all gloom and doom for IT. Consider the case of Daniel Chan, CIO at the New York State Office of Temporary and Disability Assistance. His most experienced staffers are retiring at an alarming rate and taking years of institutional knowledge with them. In an effort to mitigate those losses, the agency is re-engineering and automating as many of its processes as possible; it’s also using dashboards to better monitor expenditures and manage approval processes in a timely manner. Nonetheless, it’s still looking to fill 50 jobs in the next few months.

“Our strategy is to bring in new talent from the outside, with the hope that they will look at things differently as to how we can improve our processes,” says Chan. He adds that the move to automation has yielded a big unexpected benefit: “IT is a lot more joined at the hip with really high-level executive management within the government because they’re seeing more and more the value that technology can bring to the table.”

Other CIOs tell similar stories

At GAF Materials, CIO Adam Noble says IT received a slight budget increase for 2011, thanks in large part to the ROI generated by investments in new IT systems during the previous two years, most notably a unified communications system for the customer service call center. The system enables customers to place orders via the Internet instead of doing so over the phone. GAF has since launched a pilot to see if chat can be incorporated into the process.

Phone orders now represent the smallest percentage of overall orders. “It has completely flipped from two years ago, when 80% of our orders were taken by phone,” Noble says. “We still have customer service people, but now we can use those people for other things, like up-selling.” The call center has also reduced costs by 10%. After presenting those results to the company’s board, Noble says, “we talked about where IT can make additional investments, and we got a slight uptick of 5% in the budget.”

At PHI, top management is now calling on CIO James Quinn to help research and negotiate business matters far outside the realm of hardware, software and services.
“I just met with our CEO, and we were looking at a technology company in the roofing industry that has nothing to do with standard IT,” Quinn says. “Because I’m heavily involved in negotiations and I understand how technology can impact the business, I was called in.” As he sees it, “IT is almost becoming an extension of the R&D organization. Everyone talks about innovation and they look at my organization.”

IT is also in charge of a companywide cost reduction program at PHI. “The initiative is being run by IT, which was chosen to lead it because of our project management experience,” Quinn says.
Going forward, “I think IT will continue to be a front-runner in helping companies survive,” he says. “What’s going on [in the economy] is actually elevating the importance of IT. There’s a huge opportunity for IT to come to the forefront of a company and show its worth.”

The demand for qualified IT professionals is getting higher and higher and the companies across the world are suffering with the lack of qualified workforce in the market.

With the economy growing despite the crisis two years ago, the demand for qualified IT professionals is getting higher and higher and the companies across the world are suffering with the lack of qualified workforce in the market.

One of the reasons is the “boom“ of the economy that is coming from other sectors, in special emergent countries mainly from industries and production with advanced technology embedded requiring qualified knowledge.

And secondly, with the advent of the Internet, the access to information is getting much easier and the trend is to have much more information published every day using the Internet as an efficient channel to move the business, forcing the market to have qualified professionals in many areas of IT such as system analyst, developers, network analyst, security, database administrators and support.

According to the research conducted by the Institute of Engineering and Technology of Unitedm Kingdom has showed that almost 50% of the companies in the research hired professionals last years from other countries as a way to circumvent the lack of local professionals. More than this, the lack of qualified workforce gets worse when required a second language to have business with other countries.

The English language became the international language and about 80% of the whole information in IT is in English, so that makes it one more filter to classify candidates. As a way to supply this problem, many companies are looking for talents on universities, hiring young graduates and investing on training. Many companies share the idea that is more important to have talents instead of technical skills, and the trainings can be focused on areas the company needs. But for some specialists, they say that something needs to be done to inspire more people to IT area, since the perspectives for the next years are to keep growing and requiring more and more qualified people.

In Brazil, big international IT companies are already investing on outsourcing projects mainly because many companies overseas have high demand for IT solutions with lower costs, as well as the issue of not having enough workforce available. Moreover, in the last years Brazil became well known around the world because of the creativity of our computer programmers, which is very important to develop high quality solutions for the customers. For the next years, the prospects are promising to have big companies landing here. So are you ready to catch these opportunities?

Cloud computing, ‘onshoring’ and Latin America — the developments that will change the way businesses outsource.

Companies turn to IT outsourcing as a way to reduce costs while tapping into established knowledge and talent IT Outsourcing: 3 Trends to Watch. As the global business climate changes, so does the playing field for IT outsourcing. Technological developments such as Cloud Computing make it easier for companies to outsource their infrastructure to cheaper locales within and outside of their countries.

Similarly, the dominance of India for IT outsourcing is threatened by the emergence of Latin America as a cheaper alternative. “Outsourcing allows organizations to shift investment to strategic initiatives and focus on their core business rather than tactical functions and achieve higher predictability, efficiency, scalability and agility in IT operations,” said Surya Kant, President, North America of Tata Consultancy Services. “It also allows the enterprises to leverage R&D expenditure from large service providers and bring innovative new IT and business-focused solutions without investing to build them.”

IT is outsourced to countries where employees are able to communicate with business managers and customers clearly and effectively. According to Leon Rizio, Senior Consultant and Principal for CUSTOMatrix, competition with China for outsourcing business drove India to establish the infrastructure necessary for IT contracts in Bangalore and eventually the rest of country. Though the Chinese may have the infrastructure for IT development in place, the language barrier is often a difficult challenge to surmount.

OUTSOURCING TRENDS

Latin America has emerged as a new destination for IT outsourcing. The economies of the countries of the region have been growing steadily over the last decade and are poised to become business powerhouses. “There are many companies from emerging markets that are becoming multinationals,” said Kant. “TCS [part of the Tata Group] has been leveraging presence in fourteen countries in Latin America and offshore centers in Brazil, Uruguay, Mexico and Chile to serve these organizations in their local and global needs.”

Infrastructure is beginning to be geographically independent, meaning that it does not have to be done onsite. This allows high speed data centers to move to anywhere in the world without negatively impacting costs. “Some people are moving their infrastructure to India, but I would say people are moving their infrastructure to lower cost locations, mostly in the U.S.,” said Tom Young, Partner & Managing Director, CIO Services – Infrastructure, TPI.

EMERGENCE OF CLOUD COMPUTING

Our experts agree that cloud computing will have an effect on outsourcing. Cloud technology allows people to access applications from anywhere within the cloud network. “Cloud computing will be a benefit to outsourcing,” said Rizio. Rizio surmises that cloud computing may replace or reduce the need for an entire IT department and reduce the need to outsource completely.

“Cloud computing remains a focus in the industry, and we believe it will become an increasingly viable option for enterprise IT and specifically to IT service providers, primarily due to the infinite opportunities around innovative business models,” said Kant. “While the technology foundations of cloud computing can be considered as a gradual evolution, we believe that the business models will prove to be potentially disruptive.”

According to Young, a hurdle that businesses face in adopting cloud computing technology lies in their complex legacy processes. Companies have established business processes that have been customized to their business model. “Cloud computing is the antithesis of that, it’s simple and standard,” said Young. While many companies aren’t ready to adopt cloud computing right now, they are testing the waters as they seek to simplify their complex processes. Young feels that more companies will adopt cloud computing within the next five years. “The way that companies do business has to change,” said Young, “They have to redesign their internal processes.”

SECURITY CONCERNS

The United States is more diligent in prosecuting individuals or groups accused of stealing trade secrets or pirating protected products. “Countries abroad don’t have the same concerns about piracy that we have in the States,” said Rizio. Once products or services have been outsourced overseas, there’s a risk of intellectual theft.

Cloud computing carries a high risk for privacy and security breaches, as the nature of the technology provides for the easy accessibility of applications and information from anywhere. However, as cloud computing permeates the way companies do business, security applications are sure to spring up to meet consumer and business demand.

TIPS FOR OUTSOURCING

Companies who have never outsourced before should seek the help of qualified experts. “The cost of advice is less than the cost of a mistake,” said Young.

Once a company has determined what to outsource, it is imperative to address the expected outcomes of the move and establish benchmarks. “This will help minimize and reduce unwanted costs and ensure greater customer savings, less time and effort wasted by the IT service provider and a more successful business outcome – all factors leading to higher quality of experience and greater certainty for customers,” said Kant.

Take the time to research where to outsource. “Each country has advantages and disadvantages. All countries are interested in outsourcing, but the challenge is: Do they have the infrastructure? Do they have the procedures? Do they have the people?” says Rizio. The best place to ‘outsource’ may be in one’s own country.

To help ensure success, establish relationships and comprehensive policies to keep the lines of communication open while securing productivity.

Paraná is a reference in software quality.

Paraná is a reference in software quality with nine companies certified with the CMMI. The companies that now meet the requirements of quality model between 2009 and 2010 are: Aten Technology, CINQ Technologies, ESAT Consulting Systems, HSBC Global Technology Brazil, Inovare Technology, Computer Systems QLA, DataServer Sigma Computers, Computers and Wise Visionnaire Systems.

The achievement of these companies was extremely positive for the state of Paraná. In 2008 only one company (CITS) had CMMI. Today, with the approval of nine firms, Paraná is in second place in the CMMI certification in Brazil staying behind of São Paulo that, in turn, accounts for several multinationals that come already certified to Brazil.
